There is no such dead line ,the earlier u apply the better. If its with a complete package its even better.
Prematch happens only after u attend the interviews and they find u suitable for their program. Nobody gives u a prematch if you r not ECFMG certified by the time of interview.
Dont rush with your exams. Take your time and score well,
