They both are different.
Archer review is from dr.red's CCS workshop. Notes is ok. Their video lectures and ccs are very good. I like the lectures the most. Combine this with Master the boards (MTB).
Premier review is also referred as PR. It has notes which is good but it is not adequate course for preparing for step 3, their audios are very poor but notes is ok in some areas. If you are using PR, you must use MTB or Archer or kaplan together to cover the inadequacies in PR.
