I had a friend who failed the old CSA in Atlanta and later took the new CS in LA. HE told me honestly LA is quite friendly because LA is a city with people from all over the world. LA SPs are much easy going than Atlanta SPs. He did everything right except English part in old CSA. Later he passed CS in LA but doesn't think his English had any improvement.

Sometimes, it's just chance. Nobody will give you an explanation from USMLE or ECFMG. If you still want to start residency in US, I would encourage you to get over this, be more through and careful next time.
