usmletaker, without passing ck, u can't apply for step 3. not only in ny, all states.
regarding license different states has different rule. check fsmb . like california , no rule for step 1 and 2 but step 3 has to be passed within 3 attempt. there are states where no cut off. yes now there is new rule about number of attempt i guess which i don't know.
@ gopal, if u don't qualify for state license then better not to apply for residency there. definately going to be difficult.
