if you are a permanent resident (don't have to be a citizen) and you're willing to do military service you can apply to the military programs and you stand a good chance of being accepted.
Why? Because not many are instered in military medicine, because the day you finnish your residency your A-S- belongs to some branch of the military.

It is not something you can say I'll do it and then change your mind later or skip out on.
If you are in the US you are jailed, if you have fled the country your PG education will never be confirmed to any questioning authority.

Easy spot to get but you HAVE to pay the price.
