they dont have to lower the standard, just allow them to fail 1-2 more times

Yes but allowing one person to fail more times than another is in essence lowring the standard is it not? Perhaops not the minimum passing score, but allowing one to see the exam more often increasing the liklihood of passing on the next try.

another reason:

not every 1 speaks English. English is changing due to more and more ppl who dont speak English or speak non-standardized English.
