If you had asked me a year ago, I would have told you to finish your core rotations before applying. However, after going through the application process and successfully matching, I have concluded that less than half of programs looked over my transcript with anything more than a cursory glance. USMLE Step 1 took total priority for programs, and as an IMG, you probably want to get Step 2 (CS+CK) as well. I would say that as long as you do well on your steps, you should have no problem.
