When you sign into your application status on the step 3 website. It brings you to a window that shows your name, application status that says Expired. On the bottom It says you can start an application at your own convenience, is there an option to apply for the exam ?

What people are saying is this. If you have a link that allows you to apply for the exam you "supposedly" failed. If you don't not have a link down there, then you passed.
