The wage thing should be the least of your worries. If anything is implemented it will be essentially impossible to get IMGs to residency with H1Bs.
H1B for residency still falls into the premium processing restriction:

Worry about the first step first which is getting the job offer. Then you can throw all your queries to the PC of your programs. All the speculations here is not gonna be much help when you are not sure how these changes will be implemented. Just read the official news and be ready to adapt to anything.

The rules are actually not so relevant when you have an impulsive guy in office. Look at his track record so far. He can try anything to prevent Moslems from coming to this country and it is that unpredictability that make s PDs want to b cautious. No one knows
