ALL SELECTIONS IS BASED ON WHO KNOWS WHO IN THE PROGRAMS AND RECOMENDATIONS .

Recommedation is one way to reduce uncertainty. If I know the person who wrote the recommendation letter, then at least it will reduce the uncertainty. If I know personally somebody who has excellent credentials, then I am more willing to take him than other applicants that I know on papers. Think about it from their perspective. They tons of applications and they have to select small number of people out of it.
IF THIS KIND OF THING HAPPENS IN EUROPE , THERE WILL BE RIOTS

Totally untrue. I lived long enough in Europe and bias always happens.
