Please check again, I think you misread the qs and mixed TD50 with TI or therapeutic index and safe and toxic !

What is given in the left side is ED50 (median Effective Dose), and TI(Toxic Dose1/Effective Dose99) is given in the right side.

A) ED50=0.5x and TI=2.8

B) ED50=1x and TI=2.1
