I think ( personally )it is better to be certified and then apply. This way you save lot of money and anxiety.Many programs want IMG's to be certified at the time of application and most will not interview a non certified IMG. better to prepare well for your exam and be a strong candidate next time to get a residency of your choice.

i guess these people are distracting you what if you pass in december then won't you apply, it is usually better to use whatever chances you have,,, than sit and say it is impossible,,,

if one can afford money than its ok to apply because if later on one passes than u loose one year, if u fail than obviously no but thats 50-50
