Delay in Scheduling Permit. Please Help - shrenil

I applied for my scheduling permit on 29th may, still haven't recieved it. I am due to get my final Diploma in September, so I am planning to give a signed Dean's letter for the same. Approximately how long does it take to get a scheduling permit in this situation ?
