i would like to know whether during an interview can i tell the faculty and program director about my desire to return back to my own country after finishing my education to do some constructive work back there. what effect would it have on my chances of getting residency in that program?and what effect would it have on a program offering J1 visa and H1B visa individually? Is it advisable to talk about my interest to return back after the residency or after my fellowship is over.

I think it's ok. In fact it will tell that you have a plan for your life and that you want to help the people in your country. There's no problem with the visa, since you will only require a J1 visa and that better for the programs. There's no point in asking for a H1 if you don't want to stay.
Good luck

patriot, do you really want to go back? If you're not 100% sure, go for H1B if possible and take your time to decide!! If you say you want to go back you'll get a J1 for sure.
GL anyway!
