dean letter must or not - cris

I wonder if is necessary to have dean letter or the aplication can go thru even if you do not have dean letter. Please help

I think it is important since they want to see were do you ranked .....
I heard we may go trough without but better to have

For those programs asking MSPE (Deans letter), you have to provide one otherwise your application will not be considered complete.
