Which candidate is better during the scramble period?

Applicant 1 - No Interview at the particular Hospital but ECFMG certified at time of scramble
Applicant 2 - Has Had interview at that hospital but no ECFMG certificate during scramble

noone will take u without Ecfmg certificate they don't want to take a risk and we r not AMGs
