re applying for step3,need info urgent - kris12

hi every body,
I applied for step 3 but did not taKe in the period of (3+3)months.
now I am applying again. I want to know
1. how long it ll take to process my application?
2. do I need to send the certification again?
3.should I fill the application form all over again or can I access the earlier info i ve given and confirm?
