To take Step 3, the requirement is to be ECFMG certified.
The requirement for ECFMG cert is, as you know:

Qualification from recognised med school (& now, certified med school transcript), Usmle Step 1, 2, CSA...

For next year's cycle, I would get Step 3 out of the way by Xmas, at the latest. The sooner the better, because you never know what's going to happen (and who knows what curve balls they will throw at you).

Programs subjected to the H1 cap will run out early so take it soon.

All the best

Hi Andrew
You need to be ECFMG certified before you can sit for the step 3. If your going for the 2005 match, i'd suggest complete all your exams, if possible before the application process starts. I am saying this because it will give you all sorts of bargaining chips when you set out for the interview season, not to mention the greater numbers of interviews you would get if you have sorted out your exams.
As soon as possible, thats my advice. All the best.
