To late to try for H1?please somebody -

I just got ecfmg certified thanks to the medical transcripts thing. It is to late to try for the H1b visa.

Not at all... if you matched, and the program is ready to offer an h1, apply asap. it can be done without premium processing. with premium processing it should take 2 weeks max.

Is it the INS who requires the step 3 for the H1? Does not make sense if the licensure does not require it and the program obviously doesn't. Isn't it? Anyway, is your license for residency done?
