I got a letter asking if i had any last minute questions about the program before their rank order list is due. Should i just consider this a general email or does it typically mean more? Do many programs do such things?

If you like the program the best, then rank it at the top. The email should have NO effect on your ranking. As long as you rank the program, assuming the email is significant and they do rank you, it will act as a safety net for you.

thanks for the input shyster....do u know if this is a common thing for programs to do?

I would consider it more than generic. But unless it says significantly more than you have writen, I would not put all of your eggs in that basket.
