YES D. FAILURE TO CLOSE LEADS TO ANENCEPHALY WHICH IS ABSENT OF THE BRAIN. IT IS THE MOST COMMON SERIOUS BIRTH DEFECT IN STILLBORN FETUSES. OCCURS ONCE IN EVERY 1000 BIRTHS
