Should I apply to those programs what said you must hold ECFMG certificate as I am still waiting for CS results? Did they mean this for IV or for match date?

some need it wn u apply, some b4 the match day,try 2 figure out

I'd wait until it's complete because you would be shutting yourself down for those programs that do need it on the spot.
