yes ,, but you MUST HAVE the receipt of application to CA letter but most of programes prefer that you have the letter by the time of interview and the letter take about 70-90 days from the day the board recive your application

No they wont consider you without that letter. You need to have it.... to match and work with them.

i will you advice please forget about ca programs because only 10 programs will consider you if you have it i think its not wortty because it will cost you about 800 dollers and may be 6 mon to be ready.

thanks! so that means that since i don't have CA letter ; i shouldn't apply in anyof CA PROGS AND WASTE MY BUCKS. actually the think that is upsetting me is that so many progs.[other than this letter criteria] are suiting me i.e; no minimum score,no graduation yr,green card etc. but ok...............
