Unscanned LOR's - lynna

Hi guys, my LOR's will take 2-3 weeks to be scanned. Should I apply now or wait for it to be scanned and uploaded before applying.
What's the implication of applying by 3rd week of September.Will it be late?

never too late to apply within the month of september...
i think u gotta have scanned LORs before porgram considers you for interview....
