if u have already all the LORs to the ecfmg so just finalize them and
u can only send 4 maxi to each prog of your choice

you have to finalize your lOr in order to be displayed, you can finalize all of them and then assign to the programs accordingly. Don't be alarmed if they don't show up even if you finalize them for a day or two. IT takes a couple of days to be downloaded once you finalize them.
