its supposed to be semi formal....may be skirt or formal pants

Pre dinner: Black/Gray pants with a nice blouse & heels
Day of interview-Interview pant suit with interview jacket.

I would check the weather forecast for the week and dress appropriately.
If its going to be cold, a nice turtle neck sweater and slacks, topped off with a classy jacket would do for the dinner.
For the interview. of course, a formal pantsuit...and maybe the classy jacket too. We dont want to look like we are homeless and freezing when they meet us, we wanna look,confident, like we have it all under control, and clothes do help...trust me.

after all its dinner with residents not faculty.
