Is it true that if u not clear ur any step in 1 chance and pass it in 2nd chance , ur attempts also counts on the time of ur application for matching,and the person with more attempts has less chance.?

i heard the same, i think there are other things are also considered, such as score int he second attempt, visa status, year of graduation( 5 yr ), experience in US,,,,,,,,
