I declined an offer for a pre-match ,at two programs,could it mean that they may not rank me?
Plse,I should decide..

Depends on the program, some would still rank you, some would not. It also depends on the reason you gave them for rejecting their offer.

what do you need to decide about ?
if you want to rank them, rank them anyway...what will you lose.
if they rank well and good if not, I am sure you have other options otherwise you would not have declined their offers.
