Yes you can get FM without USCE in FM but better chances with the USCE.

hi guys:
i have a problem with getting USCE too,im IMG & passed step1 & CK with 90/98
im really interested in neurology,pls anybody who knows what should i do,give me some suggestion.

I would say it is difficult--
The more you have -----higher are your chances
Plus you need visa----which is difficult too in FP
So i think you should approach in a way WHICH DONOT LEAVE ANY LACUNE in your CV.
In FP----your IV day is very important
