Anyone converting from H4 visa to J-1 or H1 - pmr2009

Hi i am changing my status in US from F1 to J1 and i have no other option as going back to home country might be risky .

I have a question .Do we need state license to file such change as my lawyer was mentioning about it .

Could any of you who converted from H-4 to J-1 share how the process was? Did yours or anyone's J-1 et rejected because of H-4 ?

I am asking because the program that would be the best choice for me does only J-1, and I am on H-4.

How much time does it take to change status from H4 to J1 or H1B? Whom to contact regarding this? Is it better to change status in US itself or apply for new j1/H1b visa by going back to India and taking the J1/H1B visa stamp?
