Query about visa appointment in India - bms

I am right now in US on a student visa. I would like to know if it is possible for me to take appointment at any consulate or do I need to go specifically to the consulate allotted for my geographical region?

Also, on an average during the period of MAY/JUNE, how difficult is to get a visa appointment?
