As per my understanding...
board certified....have passed american board certification exam in respective specialty
board eligible......are eligible for board certification exam after completion of accredited residency.

correct me if i'm wrong

you are correct, phoebius.
For board eligibility it is either residency or fellowship, depending on specialty.
