Hi neuroguru,univ of maryland has mentioned i should have my J1 visa/GC/Citizenship at the time applying..Hows it possible to have J1 visa while applying?

Why are neuro programs so late on replying? Are neuro profs as boring as the iv invitation process is? It has been quite quiet for two weeks or so.
