In Rinne's test tuning forks with frequencies 256-1024 Hz have been recommended, but in Weber's Test forks with high frequencies(512Hz) only are used (ref: Prof. Timothy C. Hain, MD 2002).

One possible explanation to this might be that higher frequencies are more compatible with accurately testing bone conduction; done in Weber's test, by placing the fork on patient's forhead. (This is only a plausible explanation, I don't have any references for that).

The high frequency tuning forks are set to vibration by hitting them on knee or elbow, coz' vibrations produces by hitting on floor or table might coz' discomfort to the patient.
