what say that in the future the usa will devise a system that limits imgs from getting to do residency. for now img is just as free as amg to apply for residency. amg are given more opportunity but with eligibility - both are eligible for residency after sitting usmle. there are limited residency places and there are more applying then the seats alone, say this is with the amg alone (haven't checked the statistics). img adds another load on top and some gets to be taken in in place of amg.
along the way, amg will get frustrated with this and demand that residencies are theirs. hence would prompt restructuring of the pathway, one that would limit img infiltration. mind you they may still need to open a few slots for brilliant minds all over the world, after all they want to invite in those for the country's development. say they divert the whole pathway so that imgs no longer be able to apply for residency directly as of now, say may be go to med school in the us or perhaps do a year or two in med school before being eligible for the usmle etc. what then would happen to imgs?
