I got a rej today:

"Unfortunately, due to the
overwhelming number of excellent applications received, we will not be able to
extend an invitation to you for an interview. Should any changes in interview
availability occur, we will contact you immediately"

Does it mean that I should write off this program or still hang on to it?

I feel its a nicer way of rejecting you..If they want to keep you on hold in case somebody cancels iv, they will keep you on hold and will not send a rejection to not interview..
