I got an IV invitation in February recently!
what does this mean? is it not too late? why did they call me now for IV?

That seems to be late -- ROL are finalized in Feb. If you have a shortage on iv then go for it -- you dont want to leave any stone unturned. However, if this is a program that interviews a large number of applicants, I would be skeptical, but if it is a program that interviews a few candidates then your chances should be good.

You don't have to worry if it is late or not. Just go and do your best. You never know. If they don't need more people they wouldn't invite you, even if someone canceled his/her interview.
