Defective migration of GnRH-secreting and Olfactory Neurons to their final adult positions.

*Decreased GnRH----->Decr LH and FSH
.decr Testosterone......Delayed puberty in MALE
.decr Estrogen............Delayed puberty in Female
.
*Olfactory neurons---->"Anosmia"
