Incidence rate= #of people with illness / #of people at risk
75% of 400 fatalies were alcohol related (300), and people at risk its the population. So, 300/600,000. Answer is B.

What about the word 1 year incidence?
400 is for 2 years period. Isn't it?
So what I thought is 300 per 600,000. It is for 2 years period.
150 per 600,000. for 1 year.
