True, but if you do not take your step 3 within seven years of taking step 1, you cannot get license in some states.

In some states it mentions that you should pass step 3 within 7 years of passing your first exam but waived for MD/Phd so what does this waived means. Is the 7 year rule not applicable once you get into residency as per the above statement as eg in Massachussets.

No, the waiver applies to md/ phd students. These students rake their step 1 btw 1st and 2nd yr of med school. Often they start their phd after the 2nd yr, and then returns to finish their 3rd and 4th yes if med school. So, they may need more than 7 yes to complete all3 steps.
