hey guys if we get a high ranking email from a program our we suppose to reply to it?The thing is i hadnt send the customary thank you email to them ,so should i reply with a thank you...i guess i am overthinking it.any inputs?

Yes, do thank them, and appreciate their letter and consideration. Tell them it'd be an honor for you to match in their program and that you'd love to.

But in your ROL, rank them according to how YOU liked them. If you believe they should be at the bottom of your list, then they should be at the bottom of your list. ROL is about YOU and what YOU liked, not about the programs and if they liked you or not.

Do not listen to mozarella. He's just being sick and would like to ruin your chances if they do really mean you'll get a position there.
