is this last step in NRMP before match or is there any other thing to do?

certifying ROL is the last step. Last date Feb 22.

You can make a ROL before that, it changes your match status from"active" to "Ranking" and when you certify it changes to "certified"
Once certified you can't make any changes....

lmfao...You can makes changes to your CERTIFIED ROL until 9 PM EST Feb 22nd. beyond that no changes.

Yes CERTIFIED ROL Green status is the last thing to do before match apart from praying to GOD.

but as i said n number of changes can be done to even certified rol. Go through the webcast of ROL on NRMP.org in the communications section. I hope this helps.

Yes, you can change the list any time before 9 pm on 22 Feb. But once you make changes, you have to re certify the list. It will not be automatically certified after you make the changes.
