Now. You can recertify anytime before Feb 22. Make sure certify again if you make any changes. The worst thing is forgetting certifying.

I read on the NRMP website, it is good to do it about a week before 22 Feb to be on the safe side because the sometimes the server gets busy if you do it the day of.
