B1/B2 after J1 research - art20

Guys need some information.
Can you apply for a B1/B2 for step 3 from India after being on J1 research visa with subject to 2 year rule??

You are quite eligible for B/B2 visa. But I do not know whether you are eligible for a new J1 visa for residency in the US in 2013.

If you have already taken waiver then you are eligible for any damn visa/greencard.

I don't have a waiver. But technically 2 yr rule only hinders you from an H, L or K visa..Does anybody know anyone who has gone back home and then come back for residency???
