Do not do it unless you are applying for the match in 2014.

The PTAL takes a very long time to come threw. It costs 500 or so dollars and is not worth the hassel. Cali is very friendly only to its on residents. The procedure is very slow for the PTAL and if you match and do not have it in hand programs there will drop you in a heartbeat.

ya it takes 4-6 months time..so i didnt apply..am also interested in applying in california,but dont hav PTAL in hand

No SSN no PTAL, 4-5 months to get it...go to cali and get your fingerprints done

yes you can, need a ssn to fill the application though
