It all depend on the situation.
1) If you need H1 then its a necessity.
2) If you have low scores or attempts again its a necessity unless you have already scored higher in other exams or in second attempt
3) Its always a bonus regardless of situation
4) It can hurt you if you have done well on STEP1, 2ck, CS but don't do well on STEP 3 (failing or barely passing). So if you have overall good profile, there is no need for STEP 3 unless you feel like going after it.
5) Regardless of situation PLEASE GET YOUR STEP 3 score before submitting your application. I had a friend who took his step 3 in october and went for an interview in December and the program said they never got his step 3 score (Probably because they never cared to download his updated transcript and application). Luckily he had the copy of his score report with him.

5) Regardless of situation, if you do want to give step 3, PLEASE GET YOUR STEP 3 SCORE BEFORE SUBMITTING YOUR APPLICATION. I had a friend who took his step 3 in October and went for an interview in December and the program said they never got his step 3 score (Probably because they never cared to download his updated transcript and application). Luckily he had the copy of his score report with him.
