hi i m img , yog 2011, step 1 score 209 , ck 217 , cs second attempt , green card .. no usce applying for next year in fm /im/ psy /EM . What r my chances ?? any suggestions

I would forget about EM. Also, your chances will improve if you pick one speciality (I would stick to fm/psych with your scores) and tailor your whole application to that. By that I mean doing fm/psych externships/observerships and getting letters for those specialities. The reality is that your step 2 cs attempt will hurt you badly. That's just my opinion anyway, good luck!
