I would not look too much into it. It's definitely not a bad sign, but some people reply to TY letters, some don't. I do not agree that it guarantees that you have matched.

Usually a ranking email is you contacting a program saying you will rank them #1 or rank them highly.

Sorry I meant it sarcastically. I agree with blueamg. You aren't actually allowed to give any indication of where you are going to rank any applicant as a PD. Don't read into anything they write back, it's not worth stressing about.
