hi
do pgy-2 positions really open up? in case we need to move from one state to the other or wish to change residency specialty

They do. Some people take time off to do a research year, have a child, perhaps they get sick and need time off. There will likely be some interns who are fired or forced to resign, leaving their PGY2 spot open for the following year.

you have to really look for them, really hard, it is important to have step 3 and be in good standing in your program, and have a good score in your in training / in service exam

people can take a yr off to have a child..that's nice
