changing visa status in home country or US - sib

I need expert opinion.
My country has high chances of rejecting J ones.
I was also denied B1/B2 once.
You think its better to apply from US.
Home country is quick but if you get refused you are done since they take your visit visa as well.
Help!

you must be from my home country (pak) .. don't worry IA it will be OK. Many ppl get the visa no probs.
